Business Advocacy Speaker Series: Municipal Water District of Orange County
The Business Advocacy Speaker Series monitors legislation, environmental statutes, and political issues of concern that may impact the business environment in Irvine and neighboring cities. Speakers provide insight on issues and projects affecting businesses, members, and residents in greater Irvine.
Jeffery Thomas has been a dedicated member of the Municipal Water District of Orange County (MWDOC) Board of Directors since August 2009, representing Division 6, which includes several cities in Orange County. His leadership extends back to his tenure as Mayor and City Councilman for Tustin from 1992 to 2004, where he notably saved the city over $1 million by recommending removing city funds from the Orange County Investment Pool. Thomas has over 25 years of experience in the investment management industry, working with firms like Morgan Stanley, Citigroup, and Sage Advisory Services, advising a diverse range of clients from municipalities to high-net-worth individuals.
As a recognized financial expert, Thomas has been appointed to several key positions, including Chairman of the Orange County Oversight Committee and the Treasurer’s Advisory Committee, where he played a significant role in restructuring the Orange County Investment Pool post-1994 bankruptcy. His expertise has also led to appointments by State Treasurer Matt Fong and Governor Pete Wilson to advisory committees on debt, investment, and housing. Thomas holds a Juris Doctorate from Western State University, College of Law, and a B.A. in Political Science from California State University, Fullerton. He has been honored by national consultants for his contributions to investment management.
